METHODS, EXERCISES, AND TASKS BASED ON A COMPETENCY-BASED APPROACH

Instead of concentrating only on grammatical structures or rote memorization, the competency-based language teaching (CBLT) method in language education stresses the development of practical abilities that learners may apply in real-world circumstances. The purpose of communicative language teaching (CLT) is to develop communicative competence, which includes linguistic, sociolinguistic, discourse, and strategic skills. This outcomes-oriented approach is in line with CLT principles. In particular, CBLT incorporates tasks that mimic real-world interactions to enhance confidence and competency in speaking and listening abilities, which are oral productive and receptive, respectively. CBLT encourages "learning by doing" through relevant information, group activities, and error-corrective feedback, in contrast to traditional techniques that emphasize drills. Using well-known frameworks like task-based instruction (TBI) and content-based instruction (CBI), this article examines techniques, exercises, and activities based on CBLT to improve speaking and listening. Together, these abilities help students develop their language skills in a balanced way because speaking output depends on listening input and vice versa.

Learner-centered CBLT techniques for improving speaking and listening abilities concentrate on quantifiable skills like understanding spoken discourse in a variety of circumstances or negotiating meaning in discussions. Important techniques consist of:

Task-Based Instruction (TBI): Tasks are the fundamental unit in which students participate in pedagogical or real-world tasks that call for language production, comprehension, and manipulation. Real-world activities, such as planning a group activity, encourage speaking through discussions and listening through suggestions from peers. Information gaps and other pedagogical tasks help students develop fundamental abilities.

CBI, or content-based instruction: High-interest themes are used to build skills, and speaking and listening are linked to the vocabulary and structures of the subject matter. By coordinating language instruction with topic matter, adjunct models improve oral development through presentations and discussions.

Focal Skill Approach: Uses placement exams to identify and target weak areas (like listening), then incorporates activities to balance competence across skills. Framework for Pre-, While-, and Post-Listening/Speaking: Motivation (pre), multiple listening with graded assignments (during), and reactions or linguistic analysis (post) are all included in the listening courses. By using role-plays and conversations, this also applies to speaking.

Tasks and exercises are made to incorporate skills. Through role-playing, students practice speaking spontaneously while listening to responses as they act out events, such as a job interview. Make use of role cards that provide terminology and goals. Activities for Information Gaps: Pairs practice descriptive speaking and attentive listening by exchanging missing information (e.g., "Describe and Draw," where one describes an image for the other to duplicate). Group Discussions: On subjects such as cultural issues, with roles (such as moderator) to guarantee participation, fostering understanding (listening) and sharing of opinions (speaking). Shadowing: For advanced listening, students either collaboratively rebuild dictated texts or mimic native speech (shadowing), which results in spoken debates. In order to lower anxiety and promote interaction, these are bolstered by rich, understandable material (such as real recordings) and cooperative learning.

Positive results are shown in studies on CBLT and comparable techniques. Meta-analyses of task-based interactions, for instance, demonstrate enhanced language acquisition, especially in speaking fluency and accuracy, with learners demonstrating better meaning negotiation and fewer errors with time. Through competency-focused exercises, participants in one study of pre-service teachers reported improved speaking confidence and improved listening comprehension as a result of CBLT's enhancement of communicative competence. According to performance rubrics, the use of competency-based approaches in speaking education resulted in quantifiable improvements in oral proficiency. Furthermore, it has been demonstrated that frameworks such as the listening lesson structure increase student confidence, with repeated exposures leading to increased task completion rates and integrated skill use. Overall, the findings show that CBLT promotes balanced growth, with speaking output being supported by listening, which provides crucial input.

In order to overcome the shortcomings of conventional approaches that frequently fail to create fluent speakers, CBLT shifts from teacher-centered drills to learner-driven assignments that mimic real-life communication. Activities like information gaps support the Interaction Hypothesis, which holds that negotiating meaning facilitates acquisition, by combining speaking and listening. Task sequencing, maintaining authenticity, and adjusting to varying competency levels are obstacles that multilevel classes can overcome with graded materials. Feedback is essential, and while time depends on preparation, recasts and clarification requests aid without overburdening students. Because of its flexibility, CBLT can use digital tools for interactive activities, increasing interest and preventing an overemphasis on a single ability. In the end, by prioritizing tactics over rigid curricula, this method verifies the acquisition of fundamental abilities and equips students for a world that is always evolving.

Through integrated, meaningful tasks that emphasize communication competence and real-world application, competency-based approaches provide a strong framework for improving speaking and listening abilities. Techniques like TBI and CBI, when combined with exercises like role-plays and talks, improve competency while also boosting student enthusiasm and confidence. Even when the findings confirm its effectiveness, it is crucial to continuously adjust to the demands of learners. To promote holistic language development and make sure students are prepared for real-world interactions, educators should adopt CBLT.
